Yes. Having also watched it I agree. The only thing consistent with this rule is it’s inconsistency. It comes down to what happens on the day, who is the referee, the extent of the injury, where on the body the player was tacked, how long the tackler held on for.
Though this all ignores the fact that this is a contact sport and this is going to happen. When I played as a kid the tackle Kenny made was considered a “good tackle”, around the waist and drive towards the ground.
Look back at some of the “hip drop” charges over the last 2 years, there is not much similar between them, very different tackles with the same result, a player was injured.
